ロシア's bill on a comprehensive ban on the sale of e-cigarettes was submitted to the State Duma today (31st). The bill's initiator said that the rate of e-cigarette use among teenagers has surged tenfold since 2011, and the bill aims to strengthen the protection of youth health.
According to a report by Russian news agency TASS on May 31, the bill on a comprehensive ban on the sale of e-cigarettes was submitted to the State Duma today (31st). The bill will completely ban the retail of e-cigarettes containing or not containing nicotine in Russia.
Data shows that by the beginning of 2023, the number of teenagers using e-cigarettes in Russia has increase tenfold compared to 2011. bill's sponsors pointed out that although Russia now has some restrictions on the industry, such as prohibiting the sale of e-cigarettes to minors, prohibiting the addition of flavors and other additives to goods, prohibiting the public display and sale of nicotine inhalation devices, and remote sales, they said that these bans "can be easy circumvented, and minors can still buy e-cigarettes."
One of the sponsors of the bill, Yaroslav Nilov, chairman of the State Duma Labor, Social Policy and Veterans Affairs Committee of the the Liberal Democratic Party of Russia, said in an interview with TASS,
"This phenomenon (the use of e-cigarettes) is at the expense of the health of our citizens, especially our children. The degree of harm is huge. We can see tragic incidents related to e-cigarettes in news reports almost every day, especially those related to the use of e-cigarettes by minors."
